Context. Four of the fee-waiver affidavits, sworn in December 2012, May 2013, August 2013 and December 2013, carry the same footnote in the same words, that the income stated "used to be $200-$300 higher"; the income stated beside it was $1,782.57, then $1,550.52, then $1,782.57, then $300. The June 2010 motion put his income at $1,138.07 on unemployment benefits; by his own account of May 2013 he was employed full-time from July 2010, the month the stipulation built on that figure was signed. Four fee waivers were granted in the district court on these affidavits (2009, 2012 and two in 2013), and one for the appeal in the landlord case (January 2013), before the district court read the applications side by side in January 2014.
